I think that the first one conducts the message better. The second one looks more like "You can't withhold art".

I decided to go with the second one, thanks for all the help. i did a few fixes to the lettering and some small fixes else where. Ill admit i thought the first was better, but the second grew on me. thanks for the help, id still ike to hear any input though :)

I think the second one should be the earth with the bottom half coloured and the top half black and white with the paint still spilling from it..

That way it will look as though it is actually draining.
