Any police duty trade-in can be had for around $300-$500 depending on brand/model. Those are going to be M&Ps, P226s, and some Berettas. Not too many in 9mm. Another alternative is the Canik TP9 and or Ruger series of pistols.

As a bit of an alternative suggestion you could grab a Taurus PT92 new in that budget. Plenty of cool used Smith and Wesson's too if you fancy a hammer and full metal construction.

I found the slightly cheaper version of that (ruger 9e) for $330. It comes with less accessories, a different finish, slightly smaller sights, no loaded shell indicator, and larger ridges on the slide. Those are the only differences I could find.

Almost all of my guns are antiques and are therefore used. Usually don't run into problems that cost me more than I paid for the gun... usually.

If I remember correct, it's a kind of light dry-lube coating. Doesn't look or feel very pleasant, but I wouldn't worry too much about the quality, Brownells does good work. We used a whole bunch of their magazines back on the 1st-3rd at my unit, they did the job and stood up to the abuse.
So long as you don't bend the feed lips, they should work beautifully, especially with those high-speed low-drag Magpul followers.

All the malfunctions I've run into so far involve failure-to-chamber, failure-to-extract or failure-to-be-put-together-properly, so I dunno how much more reliable the magazine needs to be. Only time I've really had problems with a GI magazine was when I had one loaded with blanks and got it and the weapon coated in wet sand.

I've had the followers in my GI mags feed the rounds at the wrong angle. On one of mine the neck of the cartridge gets caught on the forward edge of the magazine, it's the most ridiculous thing ever.

Since we're talking about GI Mags, I bought like 9 of them and literally every single one would give me consistent failure to feeds in my Stag AR-15. Couldn't get more than 4 rounds off without a double feed or the bullet getting stuck in the mag.

I don't remember. I got them dirt cheap so they were probably a shit brand.
The followers were really shitty. They liked to catch on the sidewalls of the magazines and would often tilt forward or backward during loading or in use.
Some of mine feed more reliably than my magpuls, some feed worse than my Enfield No.4, which at least doesn't pretend to feed since it doesn't have a magazine at all.

Use a Phoenix Arms HP22 as the base of this idea. Already has 3 safeties right out of the box and a terrible trigger.

Grip safety actually saved my life. I was eating lasagna using a fork attached to the rail on my Springfield XD and I accidentally pulled the trigger as I was taking a bite, but thanks to the grip safety, I didn't blow my own head off.
(this is the only scenario I see where a grip safety would come in handy)
I pin grip safeties.
Grip safeties and trigger safeties are both equally useless, but since they take no extra effort to fire, I don't really mind them.
The 1911 is easy to decock with your thumb. Just use the middle knuckle of your thumb to press down on the beavertail, catch the hammer with the pad of your thumb, touch the trigger, then ease the hammer down as you normally would. You don't have to keep holding the grip safety down once the trigger has been pulled.

Hey Jimmema, it just occurred to me that making new barreled uppers for the C96 would be a pain in the ass legally as well as technically. I think the ATF considers that part of the gun to be the 'gun'.
My 1911-380 has a grip safety AND it won't fire without a mag in it just like the Hi-Power. That's 2 safeties that I hate. I like my Sig, it has no safety.
