For me, if GTA guys power was really a power, then he wouldn't have a trunk full of weapons, when he switches weapons he should just pull the weapon out of thin air, that would've been cool.
And even cooler if he could type cheats into his phone to spawn cars and boats and shit on the road.
I guess GTA guy is likened to Nathan's mom's boyfriend - it's a mental condition more than a physical power. The storm isn't necessarily a "giver-of-powers" - it just seems to fuck up people's bodies, some with epic effect, and some complete fails.

Couldn't help but think why didn't they just use their powers to deal with him in the first place?
IE: Alisha could have touched him rendering him unable to kill them whilst the others attack. Simon could have gone invisible and snuck up behind him, knocking him out or even killing him. Nathan could have distracted him seeing as death isn't a consequence whilst the others get him from behind. I don't know.. it all seemed a bit silly.

Because they're teenage kids not superheroes, if someone shoots someone else in fount of you, you're going to run not form a tactical attack and take him down.
