I see your point, but sex is usually defined as sexual intercourse [sexual contact between individuals involving penetration, the insertion of a man's erect penis into a woman's vagina, typically culminating in orgasm and the ejaculation of semen.]
So I would regard oral, not as sex, but rather advanced foreplay. Also, foreplay is described as [sexual activity that precedes intercourse.] if you were to receive head before you fucked I would count it as foreplay, as it is a sexual act performed before the insertion of the penis into the baby chute.
However, I wouldn't say that I 'had foreplay' with someone ie a blowy or whatever, so I definitely see where you're coming from.

Foreplay isn't the act of putting your tongue into someone's vagina, it's generally a period of time before copulation in which the couple stimulate one another through non-penetrative means.
You could call the former oral sex.
