The difference is that Kangaroos are everywhere and Bald Eagles are not. Kangaroos are also edible, I assume eagles are not
Kangaroos actually have this biological thing where they can't get pregnant when there's no water around, so naturally kangaroos never had overpopulation issues. But, because farms have troughs in every paddock supplying an endless amount of water, they breed like rabbits.
