Just a tip: Don't get some ridiculous prepaid card or whatsoever, just create a paypal account and dump your money there. It's safer.

I'm really just venting here. Anybody else have this problem and actually get a happy ending?

Valve doesn't charge tax on games in the US, where I live. Or at least in my state.
I paid activation fees on the card when I bought it.

Hi there i have had sim problem i have a prepaid card that i can put more money on but anyways i had a few euro left on it after buys some stuff said ahh ill go buy a cheap game from steam found an old fav of mine and was in price i had 8euro on the card game cost 4.99euro fill in details etc payment was working then up pops your card has been declined done same as you went checked my balance on the card they took money for the game plus alittle more have 2.52euro left on it now i havent bothered yet to read T&C really should have but i bet now i wont get my money back and i think well i have seen alot of this happening to people from forums. They are RIPPING prople off i have opened a ticket with there support but they have yet to make contact with me im really annoyed how they can do this and get away with it i paid for some thing and not got it

That dollar is to make sure you have money in your account. It bounces back to them and then they do the full charge.

Depends where you are.
I don't pay tax on any of my Internet purchases, including Steam games.
The reason for this is they have no practical way knowing what state the buyer is in and sending the money to the state the buyer is in.
The $1 'fee' is actually just a test to make sure the card is valid. Every online retailer does this when you first supply them with a credit card.
