Russian tech is usually pretty rugged and fairly simple. They invest their money in building on proven technologies rather than innovative new technologies. The US spends a lot of money on trying out new things, which is financially riskier. Of course the US has a lot of money anyways so they can at least take some failures.
russian engineers do make things more rugged to be sure, but they also do not compete in terms of actual products, under the current centralized system or even the older soviet system, a tank bureau could garentee to sell a tank regardless of its value or worth.
