Stuff like that always damages the quality of the product but if it's passable, it's approved to the network. Welcome to television, where often the networks want more for less. The cast and crew wouldn't feel as motivated with such little money to work with and earn. This curves away creativity and amazing work.

It's common to see FX, objects, and character animation done separately in different departments. Japan handled it differently; a single animator handles camera, object, character, and FX animation. It's criminal that they get paid poorly.

Voice actors don't get paid much at all comparatively speaking, even famous ones. An extra spoken-line actor who gets rebroadcast residuals on an episode of Castle makes more than John Dimaggio makes for a whole season of Adventure Time. They make a living by doing a shit-ton of voices and hopefully getting a lot of residuals as those voices re-air over and over.
