First of all, it's not one guy going around, it's multiple guys doing it, and anyone with an IQ over 50 knows a phisher when they see one.
And second of all, there is something on Steam called E-Mail Password Change Verification (or something along those lines) that makes Steam ask for a confirmation (which is sent to your email) when someone tries to change your password.
You might be able to get your account back, but if you have any VAC Protected games, expect to be VAC Banned sooner or later, usually people who steal accounts like to cheat in Valve games like Counter Strike, and then when the real owner gets the account back he gets VAC Banned, no way around that :v:
