i don't believe the arts centre actually has scramblers - it's just no reception (it is possible to call 000 from inside with full reception, they do have a couple of cells inside for emergencies), but i know you can get permits for things like scramblers, but i'm sure they're near to impossible to get them (and with fair reason).
but even then, they barely work more than a few metres, and if you get caught using them or bringing them in... ohhhhhhhhh shiiiiiiiiiiet
The same reason gun enthusiasts can own guns legally. Not many people are going to enforce it, a few of the FM transmitters for cars are considered illegal due to running a pirate radio station. Still illegal though and if you try pissing people off, it's only going to attract attention.
