Contact them on their forum, I do whenever I have issues and it's solved within 1 day. They are all English too and very helpful. I use TT and I told them I'm a heavy downloader and gamer so they put me on a different profile. I can download more than normal users and I'm on a fast track line that they offer to gamers who want lower pings or something. It works though.
Get your laptop and run around your neighborhood looking for unlocked wi-fi. Or get a tent and set it up at starbucks.

I'm on Sky, on a package that includes the extra 10 channels I watch and the extra 400 channels I don't watch.
Talk Talk took over Tiscali, and the internet is notably slower at peak times. That's why if I need to download anything (e.g. Steam update/podcasts) I wait until night - an episode of "Distorted View" downloads in 30 seconds at 11pm, but can take over half an hour at 5pm.

So I looked up what ISPs I could swap to, the only other ones are Be, which you guys have been saying good things about, Sky and AOL. There's also no coverage for cable, fiber or wireless for me. So I'll guess I'll see if I can get my parents to price up some of Be's services.

If you're downloading too much you'll be effecting other people's network performance. Most ISP's with the exception of BT don't care about whether you download over your allowance. Their interest is focused on whether you're hindering other people's network performance.

I have TalkTalk currently, and they havn't cut me off. Instead, they are torturing me with slow speeds. I get 900 ping on every server I go to. We have complained, and they come back with the answer "Your unfair." Changing to BT April the 20th, though.
