If I were working there I'd just weigh one penny, bag the pennies, weigh the containers, put the pennies back in the containers, and weigh everything. Then, subtract the containers' weights and divide the remaining weight by the weight of one penny. You'd easily be able to determine the amount of pennies in a few minutes.
