Most good anime is made from a few studios, that's why the characters look the same, they're all designed by the same people. Most western stuff has a creator run the show with his art style and maybe one other. With anime studios they run several shows at the same time, the lead animator draws the characters and then the others just copy his work over and over.

And I disagree to an extent with what you're saying. Most anime is adapted from manga. And in manga there are even more variation of people making it, yet they end up looking pretty much the same even there. Then they adapt it to an anime and usually redesign them even more to make them easier to animate and turn them into almost exact clones of everyone else.
Bad character design and poor flexibility in facial features and expressions is as TH89 says just a result of poor and lazy jobs from the animators side.
But it's also important to note that most Japanese animators are in their early twenties.

Actually those are terrible examples, nearly every one of those are as generic expressions to western animation as -_-' is to animé. Not to mention the styles are pretty recycled.

His point is that they are not the only ones, plus that they are much more varied from film to film and show to show.
In anime they kinda just have about... 10-15 expressions that they draw in the exact same way all over, even if the artist is a completely different one.
There are obviously a limit to just how many expressions you can draw and still have it to be that kind of expression. But anime is hardly touching them at all.

Even though he's obviously exaggerating, he has a point. Western cartoons have more expressions, and that kinda funny, because one of my favorite animes (Dokuro-chan) has so many expressions I could hardy count them, and I've said it's the closest thing to a western anime you can get before
