I like gore. Why else? And they're not the main characters or anything, they're villains that show up for 3 episodes and then die quite brutally. The scene is to establish that those characters are completely and utterly fucked up, which... well, the most evil thing they did before that was clear out a bar full of mobsters with the aforementioned BAR and (if I remember correctly) a chainsaw, and the protagonists do that about once every 5 episodes.

Ninja Scroll only has the first one of those three, the story is absolute ass and the character development is nigh-nonexistent other than one moment near the end.
Plus it has INFINITELY more gore than Black Lagoon, where the only truly nasty scene is the one I already mentioned. Ninja Scroll has a scene where about 8 people get torn apart with a giant blade, causing it to rain blood, followed by the killer drinking blood out of a guy's severed arms and attempting to rape a chick.
Probably the difference is that the ones he mentioned... well, aren't very Japanese other than Ninja Scroll, which still doesn't have any "UGUU~ KAWAII MOE" bullshit. In which case, [b]fucking watch Black Lagoon. It's awesome.[/b] Hellsing is another good pick, make sure you watch the OVAs and watch as much dubbed as possible.
