Honestly, I think that because she is of a certain age, her writing should show that. Especially when starting at such a low level.

You get better at writing with practice, reading, classes, trying new things, etc. You get better at drawing with essentially the same things, replacing reading with observing others' work. I'm not quite sure what you're saying, that people don't better at writing over a long period of time? The girl's only 16, if she keeps reading and writing, she'll get much more experienced.
