If there's one book everyone should read about this topic, it's The Other End of the Leash, followed shortly by Before You Get Your Puppy and After You Get Your Puppy. First is about what humans do and how dogs see it, and understanding how dogs communicate and think. Second should be required for getting a dog, esp. a puppy

We did this with our dog when we got her and obviously it was the worst thing that we did. At the time our family was just very busy with other stuff so we couldn't attend to the dog other than give her food and water(bad time to get a dog, I know).
She became very energetic and sort of too comfortable being outside "herding" the wildlife there, so when our family finally started having time for her, she would just keep ricocheting around the house due to all of her pent up energy and would bark at pretty much anything that moved.
Now she's more calm though. However she will still bark quite a bit at other dogs if she hears/sees any outside, and go absolutely nuts when someone new enters the house. Though I would chalk that up to being a quirk in her breed(Finnish Lapphund).

There's nothing that can't be worked on, here. Going crazy about other dogs is better than reactivity outright. The story of dog put outside because of time issues, then not being allowed inside because they're so excited when they're inside, is a common one that usually ends in a 7mo-2yr old dog in a shelter :/
My sister has a puppy now, and due to his early life as a runt he is super reactive. Adores people, but gets aggressive fast with other dogs. He spent his first few days fending and fighting for his life, then got removed from the litter early and had to be hand-reared by my sister. She just sent him to a week long training camp too, which cost $$$
Also, really don't remove a puppy early from its litter. Six weeks is the absolute earliest you should go, seven weeks is optimal (eight is fine), but later than nine weeks is not so good either.
