That's why its called an industry. Meaning there is no place to get music that's not crap for free legally. I was assuming you meant what most people consider music when you mentioned metal. My bad. Just to clear things up, I'm completely impartial to chiptunes. I'm just stating common opinion. It's like the whole "Noise is/is not music" argument.

I'm pretty sure the only way you can legitimately get free music is if the bands themselves release them for free. Kind of like NIN's album The Slip.

"Misantrof AntiRecords is a non profit independent record label allowing bands to keep the rights to their own music." More metal(mostly Black Metal) based then death to music but same ideas. While death to music is a bit more electronic/industrial based.
Harvey Dangers third album is for free off of their website. Google "Harvey Danger, Little By Little"
