Alright so the cop interviewed me and said he's dealt with this guy before. Said he would be happy to arrest him again, but he needed the VICTIM to file a report. That's what I was afraid of, cause she's scared to. I talked to her though, so hopefully she'll make the right move.

am I missing something here like the entire op maybe?
