I'm not sure a neutron bomb would be very effective.
A neutron bomb is specifically designed to release radiation in the form of neutrons instead of explosive energy, and according to the Zombie Survival Guide (written by the same author) radiation barely has any effect on a zombie.
The best thing to do would be to use the strategy invented by General Raj Singh.

All the soldiers were aiming at center mass and it's not like the bombs weren't doing any damage it's just they weren't doing the damage they'd do against regular people.
And all there shit was in a strategically bad position.
