Probably a fake loop of rope around the neck, with the actual rope going down to his waist or under his arms would be my best guess.

Late to the party, but the way they usually fake it is by using a harness underneath the clothes. The loop around the neck is fake, and usually isn't even attached to the rope holding him up. Pretty sure that's what they did here, since you can see that he's actually being held up by his back. If he was being held up by his neck, his body would be more straight.
