I'd say they are heavily inspired, it's not like Beyond Two Souls were the characters are near carbon-copies of the actors.

The voice actors did the mocap acting for the characters too
Yes, nowadays it's quite common that the actor is used for mocap, not only for voice. That's why the game character usually looks, sounds and moves like the real person. They are often modified, more or less. For example Trevor is slightly more fat than his actor. Michael has more hair and darker hair color and so on.

I really hope they did the same mocap with RDR, if there isn't a man on Earth that doesn't look and sound like John Marston I'm going to be really disappointed
I just find it really cool that even though these characters are completely fictional and digitally made they are still somewhat real
