This is not stuff burning up in the atmosphere. It's something relatively smaller then that.
Whatever this is, it's being lit by the stadium lights, it's not flares. It also goes in front of the light pole (although the video gives the illusion that it went behind it).
So here's what it's not:
1. Swamp Gas
2. Stuff burning up in the atmosphere
3. Flares
4. Aliens or alien technology
5. Meteors

its a couple of glow sticks attached to some balloons, or at least that would be my best guess. We did this for fireworks night as we couldn't launch Paper lanterns due to police being around.
