Severe economic depression because of humiliating treaties by the allies almost destroyed post-war Germany. They then helped fix the German economy by manufacturing shit tons of weapons.
Uganda has been in a sort of civil war since 1987 against the Lord's Resistance Army who kidnap children for use as soldiers and have killed tens of thousands of people in eastern and central Africa. The government is very unstable so they are using this bill to rally the people behind them.
