I think nearly all of the internet will be banned then.
People will still do piracy. There will be underground places where people would simply lend eachother copies of games. It won't change piracy, it would just have to be done physically.
Whats sad is that there is a big chance that most people probably won't protest.

I say they should pull what they did with MP3 players. Give a percentage of the money from internet usage to companies that are getting pirated from the most.
Granted this punishes those who use the Internet properly (all 2 people) but it's better than banning the entire internet.
