Don't you think there's going to be intelligence/speech checks etc..? I mean if I recall a circle isn't restricted to 3 segments exclusively. They can divide that circle up into as many dialogue options as they want. It's Fallout, not Mass Effect.

All this looks like to me is a way to show every single dialogue option without having to scroll through a little menu you can't see past 4 lines.
