Also, we have to have an separate island called the Refugee Camp. It should basically be a huge building full of closet-sized cells, one person in each, you can only talk to mods, and Gold Members can take trips to the island. However, that would take us up to $250,000.
It wouldn't be as good an idea for mods and gold members wouldn't have separate islands. Instead, they should have underground bunkers or something.
