On the other hand, with enough luck and number one can do some devastating bombings with such things. I remember reading about a russian company that has developed a cargo drone capable of carrying up to 250 kg for hours. Sure it's pretty huge, but it's also potentially 250kg of explosions delivered right to the target with relatively high speed and without having to deal with ground police and so on. Imagine if such drone hits, say, a big office building.

We can do all the things these drones do individually but not as a package yet. A drone that can go quickly from being let loose out of a truck to tracking down its target over several dozen miles, then flying through a network of doors and corridors to an exact target is insanely difficult. But facial recognition (offloaded to a server side service), tracking, weaponisation and so on we can all do right now. He's right about needing to act now.
How exactly could we defeat autonomous weapons? Drones that are manually piloted via remote can be shut down by either jamming a specific frequency of radio, or jamming everything except a specific frequency. Unless you somehow created an electromagnetic wave generator will a low enough output to not fry everything, but to fry the weapon in question I see no viable way to take something down other than shooting it.

It isn't how MUCH an explosive you use, it's how compressed it is and if it's shaped so it's directed in one direction. If you take a .45 bullet and pop it in the microwave and turn it on, when it goes off, it isn't very powerful at all. Enough to force the projectile part out of the casing. (Though it's more like the casing is forced off leaving the projectile there) Sometimes the casing is weaker than that and it'll tear instead. Either way, the gasses escape in all directions the moment it's able to and you don't end up with a hole in the microwave. Even if you use a big ass .50 round you may not get anything more than the microwave door being forced open while the casing rips apart But you put that bullet in a chamber (Like a gun) So the gasses only have ONE way to go, and are directed, suddenly the projectile can move at the speed of sound, or faster, using the exact same amount of gunpowder, even though it was almost harmless in the microwave. All you need is something to direct the gasses in one direction. It doesn't have to be much bigger than the bullet

Because if it is the latter then it's only a matter of how fast we can write that code, and once its out there its out there.
