Use some sort of AK-47 variant instead. Probably even more reliable.

Missiles are actually pretty cheep considering the rest of the costs we would have... A French Exocet goes for about 200,000 USD. The french would probably sell them to us too. Though those are only Anti-Ship missiles, I'm sure other missiles that could do damage can't be that much more expensive.

You must remember we cannot come off as a hostile body from the start. No country would like us or even consider us a country and we would eventually die. You have to first have peaceful intentions, make the place look like a Utopia, make the designated waters an ecological reserve, send out humanitarian missions to crappy nearby countries. Once your granted Sovereignty then you can start a large scale buildup of Military, and Weapons R&D.
Without Sovereignty you are nothing but a floating target full of terrorists.

Make the roofs as airtight as possible and give the indoor ceiling a design that's like a bunch of small domes. Those domes will act as air pockets allowing civilians to breathe for a time

This sounds like a good idea, although it seems more based off or Amsterdam's use of flooding the levies in the war against King Louis XIV in the 1600s.
Architectural wise, I've always liked the Hellenistic buildings of the Greco-Roman world, with great overbearing pillars creating an "awe" affect on tourists.
Also, I would like to have marble and bronze sculptures, if it's financially feasible. Sculpture is an art form I feel has died out, and needs to have a renaissance.
I would love to be a high ranking military official. Willing to serve the country through the darkest of days.
