-Put landscapers onto artificial island to make more aesthetically pleasing and scenic.

All nations need one key object for existence - People.
-Build resorts for tourism; Resorts will create jobs for foreign unemployed.
-Resorts will need plumbing/food/housing for employees.
-Housing needs markets for food and so forth.
-As with any beginning business, running at a loss is expected for a period; hopefully economic growth will begin before the need to abandon the project.
-Community growth should ensue
[U]Step III - Administration and Transition from Business Venture to Nationhood[/U]
-As the "CEO"/Leader of venture; I will guide the island's growth, and paying the investors their returns
-A security force will be hired then nationalized which will serve both as the police force and military
-Given that this is in international waters, independence from investors will be declared after enough economic security has been created to where reliance on them is no longer needed.
-I proclaim myself Emperor (What other title is better?) and rule justly and leniently across the island.
