A) It can't be sexual harassment because there are fewer male nurses than female nurses, ergo female is the dominant class or B) It can be sexual harassment because more men are employed than women, ergo male is the dominant class The problem with A is pretty apparent and means you have to categorize people in a way that is completely infeasible. The problem with B is now that the reverse situation isn't sexual harassment. God help you if you want to try to define LGBT sexual harassment into this because the definition pretty much requires it to be involving a male and a female.
