When you use google earth on that vehicle circle, you see that most of the "vehicles" are just barriers. Someone also modeled spheres there for no reason.

That article seems to suggest only that zig-zag grid used for calibration, what about the enormous one? We're talking hundreds of kilometers here, whereas the zig-zag one the article refers to is about 2km
Why would they need such a large grid?

It's incredible how much they're putting effort and resources on it, It's actually quite creepy considering that regular citizens generally have nothing to do with intelligence gathering. But then again for example STASI never had a real motivation to spy on regular joes, But it didn't prevent them from doing that. And they didn't start anykind of operation to spy on person X and make his or hers life completely shit, They did that on regular basis.
And it's not only that... I mean can you comprehend that if some generetic american idiot from facepunch or any other community goes to that scene just for the sake of going there, The local sheriff wont come and arrest them, put them in jail for few days and say "dont do anything stupid now billy". These people will be infact executed on the scene regardless of why they were there or what they did there, And thats not the worst sceneario. Creating a cult around this simply isn't worth it.
They're quite radical when it comes to this stuff. A guy i know actually lost his citizenship of china because supposely he was helping the enemy. Now, i'm not going to tell the whole story because it didn't make any sense and because its none of my nor your business. But it did infact happen. The rumours say that they tried to put fear of god in him before it happened, And this wasn't even on their land.
And to answer your question: yes, sometimes. But it has nothing to do with this.
