There's evidence that suggests that the neurological parts of being drunk may be a placebo effect. Tests have been done in which people have been given non-alcoholic beverages and told that it's alcohol, and after long enough they begin to act drunk.
A friend of mine drank alcohol for the first time recently (because of this, I might try it myself (just the once though, to test this), and he told me that he could think perfectly normally. His decision making skills were totally intact and everything he thought followed a coherent, logical chain. The only problem that he experienced was his motor functions weren't quite up to par.

You're misinterpreting the results. The water is the placebo. Not the alcohol. Someone who has never been drunk would not experience the same results with water. On alcohol, they would (obviously).
The majority of people who dwell the internet that i've run into in real life, sadly, are anti-socialites. They're either obsessed with Anime, have horrible Fashion Sense/Style, and are obese.

Honestly I say if you haven't tried it you can't judge it correctly right?
Make sure you drink enough to get in a nice state (3-4 shots, or 2-3 mixed drinks)

I know saying "he's always right," sounds stupid and like a cheap explanation, but... fuck, he IS. He's fucking never wrong and it's god damn scary. If he says he could think clearly, then I believe him.
He said the only problems he had were with walking and such. He'd be thinking, "left foot there, right foot there," but... well, it just wouldn't happen. His feet would be going all over the place even though he didn't want them to.

I think I know what your friend is talking about, certain parts of your cognition aren't impaired nearly as much as others, mainly the operation of the thalamus and cerebral cortex (memory related stuff) are effected. Which means you feel normal inside your head, like thoughts to yourself and about stuff, but your learning and deep memory retrieval skills are limited and impaired. I think if he would have done some more trials (best way is to do math problems :P) he'll see he preforms below par.
I always remember what happened even if I get hammered out of my mind to the point where the room spins, its weird, I remember everything from the night if I think a bit on it.
