techno yes, furfag no (at least to my knowledge) we've made it a practice to share interactions and good will towards other micronations, even if Taygon's views don't always seem to match what the group as a whole wants to do.

To be honest, as much as it pains me to defend these nut-jobs even slightly, I have to say...
Not... exactly...
There has been research in the use of cybernetic enhancements, most of which has been used in the form of artificial organs for people who had organ failures, but there has been research done in cybernetic enhancements that, in a word, allow people to become more agile, intelligent, etc. Now, as much as I'd love to say its a pipe dream right now, some scientists do think that we could start getting such enhancements as early as 2035, although they would probably be simpler forms of cybernetic enhancements. Of course, none of these are exactly to the point of being a cybernetic dragon-person flying the skies and breathing fire, but, considering how far science has come now, I can't say its exactly impossible to have something like that within the next century.
Obviously, I'm not saying that this little micronation could work out, what with all the other fallacies in their plan (i.e. nuclear-proof bunker that can withstand attacks worldwide by militaries all over the world, the government and economic systems, no programs for health care and such, etc), but theoretically, some of the ideas of cybernetic enhancement aren't exactly as crazy as they might seem. They definitely couldn't make progress without a dedicated team of scientists from the top of their field and such plus links with other scientists working on similar projects all over the world to help give them feedback and such.
Honestly, the whole micronation idea sounds like a bad sequel to BioShock.

well obviously /somebody/ doesn't keep up to date. there's already research into neuromapping, look up "braingate" and "Jens Naumann" for the bare bones essentials in what I'm talking about.
as for the radiation, I'd assume that the water in the base would be recycled and not exchanged with the ground water, but who knows? I don't have a suitable answer for the radiation, but nothing short of bunker busters can break a bunker...that's why they made bunker busters. Those, however, have limited penetration as well. They can get a couple hundred feet down, and the back pressure from the dirt above them makes a very nice bang, but underground structures that are half a mile down, like salt mines, are impervious from all but a planted bomb inside. Hopefully the architect would give it nice thick concrete to hold out radiation, and would have proper water recycling facilities.

yeah, what you're talking about is the inherent flaw of communism, and something I haven't figured out how to solve yet, but we're still growing an learning, I'm sure we'll figure something out. And I'm well aware of the cost of modern medical equipment, I was made painfully aware of that one day at work when i struck up a conversation with a guy with a mechanical leg, he told me it cost him $15k. his medical coverage took care of it, but still, $15k, and it wasn't even electronic, it was just a few springs and gears, so yeah, I know that it'll be hard to get them made, but if it's possible to enhance a few people, then why not?
case and point, there was a guy in either the Olympics or the special Olympics, one or the other (honestly I wasn't paying super close attention at the time) that was forced to give up his medal. Why? because he had false legs from the knee down, they were large steel bands, and the judges claimed they gave him an unfair mechanical advantage. This means that for all extents and purposes, that was a cybernetic enhancement for the task of running. One small step for man.

Federated Commonwealth is the name of one of the major factions in the tabletop game [i]BattleTech[/i], who generally have much better technology than the other factions, and control the most military power.

The cost of the prosthetic leg is because they're tailor made for specific people, as they need to be designed to support well over 200 pounds for hours on end without causing discomfort for the wearer.

Presumably for their "Cytran" crap, they'd want mind uploading into computers. Now, assuming we even had the technology to make a complete map of the human brain, and a very powerful, perfectly stable computer, there would be one rather large flaw to that. The map would be of a instant (or say, a few hours) of brain activity. A computer simulated brain would likely be unable to form new links and associations. What this would probably entail is that you'd remain unchanging for centuries, as your "brain" doesn't form new associations (for memories and such). Sounds more like a fate worse than death to me, honestly. A brain scan type of machine would also not cover hormones that affect how you think; there would be little in the way of sexual activity (you'd effectively be neutered). But hey, considering who these people are, that won't be much of a difference :v:
If they just went with the Ghost In the Shell style of just plopping a brain (and probably the spine) into an artificial body, that brings up a host of new problems. Like life support machinery, which would likely be decidedly more unstable (gg, your blood pump just broke enjoy your brain starving to death) than the fleshy body that millions of years of evolution has produced. Some body types would be completely impossible without large amounts of modification. And you still wouldn't live forever this way.

Considering the technology the imaginary nation is supposed to have, the dragons would have fusion engines installed in the mouth to produce a huge stream of radiation and plasma to cut metal armor in half. Of course, that would have the effect propelling the dragons in the opposite direction. However, the dragons obviously already have access to anti-gravity and inertia dampening technology, because there's no way something so huge could even possibly fly. :v:

Also, if the local populace helps you build your great country, how will you pay them? Will they be considered citizens since they lived here before you? Will they have a place to sleep and eat while they are helping you out?
And finally, the technology you claim is being developped isn't, it's either still an idea or a very early and very costly concept that only a handful of high seated people have the rights to witness and test. The idea that any of this will be available to the public in a short while is extremely deluded and funny to me, and it's certainly not an uneducated basement aspie (with incredible balance apparently) that is going to get his hands on it. We're not haters in the least, I think we're only trying to steer you away from a very painful and sore failure, why would we hate you?
