As long as steam power is the dominate form of industry then it's considered Steampunk. Personally my favourite Steampunk designs are set in the early 20th century.

The only problems with that game were the MANY bugs, the stupidly large sidebar (took up 1/3 of the screen) and the poor game balance (throwing knives dealing more damage than guns or fireballs? Bullshit!) But the CONCEPT was great, and I loved the world. Wish they would make another one... and actually do it right this time.

I kind of love the mix between WWI style and the Victorian era. Although some styles look kind of to childish. Still this genre has some cool style.

Well it has definitely some victorian influence mixed with baroque.

Steam engines and the such are the primary source of energy.

Typically Steampunk works are set within a Victorian-esque era because historically this fits pretty well with the development and deployment of the steam engine pretty well.

I meant that modern M1A1 with steam engine sticking out of it isn't steampunk for me. There shall be oiled steel, brass, wood... It's mainly about the materials.
