If crude oil wasn't used for anything than direct burning and lotion and so, there would be no gas - no combustion engine and also no plastic, no gas turbines...

Imagine a world where the entire world stops changing its values in the 1800s, but the technology still advances. That is part of what steampunk is. We're "goth but brown" as the lady at the steampunk museum said.

Electricity would make Steampunk null.

The key point being however that electricity is by rule of thumb the underdog, not having been assessed properly to drive engines and other mechanical things but is instead used for powering lamps, electricity-based weapons, analog computers and stuff like that. Let's just remember that Steampunk technology is by no means scientific. The status-quo in terms of balance between steam and electrical power hardly occur realistically.

80% of the power we use today is generated by steam turbines. Even nuclear reactors generate steam to power their turbines. For good real life Steam Punk, I reccomend Vladislaus Dantes. He and his crew often charge to show up at events and they look pretty damn good. The backstory is something about airship pirates, but each person has some awesome attention to detail in their costume and their character. Whereas in Sci-Fi, you have a gun, it has a handle, it has a trigger and it shoots beamz!!! or something. That's all (it is decided) you need to know. In steampunk everything is the way it is for a reason. Guns are amazing crank driven monstrosities that develop their own character due to their own quirked ways of working. The creation of the object is as important as what people do with said object. So much potential for weaving an intricate web of backstories and meshing together a coherent world.

You can't build an electric motor without magnetism, or alternating current, which in turn at some point comes from rotating magnets or magnetic coils. And until electrical appliances got widespread nobody really needed that much electricity anyway. For any kind of industrial usage, it's much more efficient to use fuel or steam directly. What concerns me more is air travel. I can't imagine steampunk without airships :O
