Tae not sure if your still after advice but this is basically what i did and how it turned out for me; there was this new girl at my college (i sorted out with my cousin who lives in america that brit college first year is equivalent to the american 'Junior Year' in high school i think) and i wasn't sure if i even stood a chance with her at all, my confidence was lower than ever so instead of trying to get the first conversation to go really well i just kept it short and sweet, asked her name, asked what shes into told her hardly anything about myself then left the room on a 'cliffhanger' like a rhetorical question as if it was a fucking TV drama. As time went on she wanted to know more about me and i wanted to know more about her. Bam here i am two and a half months down the line shes not my girlfriend she said no to me asking her on a date, instead shes actually my closest friend i can trust her with ANYTHING and we literally know everything about each other.
So there you go my two cents. Don't worry about whether someone says no, you've still got a chance of making a great friend. Also not sure if this had anything to do with it at all but if you leave a sense of ambiguity about yourself they may just be interested in finding out more and then they'll be the one starting all the conversations for a change.

theres not really any other way though, none of the girls i know spoke to me first either i spoke to them or someone introduced us. Just ease yourself into it just try to say atleast hi, how are you? to a girl every day. i do that but its a habit now, you'll get used to it.
