The US has experimented on US. I believe they tested drugs on Soldiers during the Cold War.

Yeah, I actually read about that though. There are even documentaries and videos. Fact of the matter was they volunteered for it and got hazard pay. They signed off on it saying that they were fine to go through whatever tests they wanted to give and bam.
The British did it too. In both cases a trained medical staff was on stand by during the tests and no one was adversely harmed.
