Hardly anyone does honest work here. Almost every policeman, worker, civil servant will only work or pretend to work as much as it takes to get the next payout, not for a second believing that the work they are doing has any meaning or use. This is such a widespread problem, that the common folk are disillusioned in the state to the extent of believing that nobody cares about their lives, and nobody would enforce minor laws or regulations precisely because enforcing such laws comes at no benefit to the enforcer. I don't want to say "nobody cares about anything", but that's more or less what it looks like to an outsider.
In Russia, survival is less about how good of a citizen you are, and more about how tight your friendships are.
