The biggest problem is deployment, but I'm pretty sure in the event of a possible nuclear crisis the powers involved will agree on necessary measures. Nutty tinpot dictators - yeah I'm not discussing that. Nothing of the sort has happened yet and seems unlikely. Either way I'm not the guy making decisions, I'm not even his advisor or PR agent. I'm confident that the current members of the nuclear club have some idea on how to deal with possible situations. Without China there wouldn't be any "DPRK nuclear program" to speak of. China (and Russia, although we backed out of it some time ago, culminating in Putin recently signing in the sanctions) [i]clearly[/i] wanted DPRK to have nuclear program, otherwise the latter wouldn't have any means to create and maintain it. Then we have the fact that DPRK has been almost completely isolated long before any nukes, so the UN has basically ran out of possible deterrence measures too early for it to matter. There's not many countries in similar situation at the moment, the case is unique. Either way, it's on China and Russia to resolve this particular issue, they created it.
