Don't get a target gun, get a gun you can get familiar with and go from there.

Well this sucks because I was looking for a decent gun under 20 bucks for practicing aim.

I would go even farther and say get a [url=http://www.airsoftgi.com/product_info.php?cPath=139_113&products_id=2493]JG BAR 10[/url] because you can upgrade them for later use, and they are VERY adequate out of the box and include a scope.
Practicing aim with a cheap springer, yeah right. The accuracy of the gun itself will toss off any sort of aim you may have. Take the advice from people who've been there and suffered through countless piece of shit springers.
Go with one of the 3 round burst shotguns, or the 2 sniper rifles for a springer. You won't be disappointed with those and you'll be able to hit something at 100 feet.
Get this in your head: FPS doesn't mean shit (for the most part anyway). A 200FPS gun can shoot just as far as a 400FPS gun at times.

Why does airsoftmegastore.com say that every single one of their guns is a "new 2010 model", and that they all have like 400+ FPS and a tightbore barrel? And their guns are cheap

I would say contact WG, and if they cant help you then you can buy a new one or have a fun time finding new ones.
AteBit, I would seriously suggesting getting atleast a medium quality gun. Spring will make you disappointed that you wasted your money. I got, for my first gun, an Echo g36c and I am glad I did not go with a shitty spring. Seriously as said MANY times before, cheaping out on airsoft = HORRIBLE
And not all shotguns are horribly inaccurate. My tri-shot shotgun is pretty accurate.

There's a guy on ASC that has a highly upgraded 200 FPS sniper rifle which outshoots a 400 FPS sniper rifle. Its a bad idea anyway seeing as the person will hardly feel it at longer ranges.

Looking around I can't even find a sight for WG. I would ask the site you bought it from if they can do anything.
