Given that Black Mesa is in the American Southwest, most of which is on UTC-7, we can make guesses about the location of Azeroth and Hyrule, assuming those clocks are set accurately. There is reason to be concerned, because the Azeroth clock is off by about four minutes, but I'll proceed anyways.
Hyrule could be one hour ahead of Black Mesa, including most of Mexico, the American Deep South, the Dakotas, and Manitoba. None of these seem suitable - the temperate ones lack the hills and fields that define Hyrule, while the geologically correct ones are too northerly and cold. A better fit is to assume Hyrule is eleven hous ahead, UTC+6. This would include Kazakhstan and Kyrgyzstan, which have better geography to match Hyrule - lots of hilly, grassy steppe, but not far from desert, mountains, or a large inland sea. Thus, we can conclude Hyrule is located somewhere in Kazakhstan, Kyrgyzstan, or the nearby area. I will note that Hyrule, in some timelines, is completely flooded - could it lie beneath the Caspian Sea? Nobody has yet proven otherwise.
