It must be a money laundering or tax dodging scheme. Or maybe the animators were following the author's example and also playing Idolmaster instead of working. The only other thing that studio has made is a bunch of seasons of a two minute long anime about moe tennis. Zero ability in pretty much every department.

It isn't actually, because it's still 24fps, but because the images tend to change every 2nd or 3rd frame, it 'looks' slow. Over time we've become accustomed to seeing 2D drawings moving at this speed within this genre and it looks perfectly normal. However, because of video games (30fps+) and 3D animated films (24fps), we are very used to seeing 3D models move at those higher framerates. When anime studios choose to work in 3D, they face a difficult dilemma: match the 3D frames to 2D timing, or speed up the timing of the 2D frames? What you see is when studios take the easier of the two routes, which is to match 3D animation frames to the timing of 2D animation, such that it resembles a video game running at ~12fps. The alternative results in an anime with what appears to be a much higher framerate, which some find jarring. [Editline]Edited:[/Editline] I should say that you're also seeing bad animation, not just matched timing. When timing is done artfully it can look fine, this is just poor work.

This is usually combined with poor or unconvincing 3D models. This wouldn't work other than for holding frames, and would be a huge pain in the ass to author. With shaders you could specify where holding frames should be for what objects and it'd work totally dynamically
