The way its written really implies he was hunting someone with his golden pan instead of his primary, which is much slower and inefficient, but was doing so in hopes of scoring that gold kill to stroke his ego. And so in attempt to stroke his own ego he got caught without a proper weapon to fight back when the newbie found him.
Man I've met a few other Gold Pan players, and they willingly drop it, go to resupply and drop more so other players can play with it.

Has excessive minigames/superfluous mechanics been a thing in JRPGs since the PS1 era?
The minigames in Yakuza 0 are completely optional other than a couple of points where they show you that they exist and make you do them as part of the real estate sideplot, which is also optional.

Serviceable as a Saturday morning cartoon.
They like to mock tropes, dialogues are also surprisingly 'decent to good'. Everything else, is... blegh.
