It's because even though the format is the same, the jokes are different every time. It's a formula in the vein of knock-knock jokes, the only real constant is that it's a series of escalations of an absurd situation, which is inherently funny. It can be mashed up with all sorts of different things, letting it build off all previous comedy. There's also lots of potential for subversion - have it end with a completely normal one, for instance. Even the fact that there's no fixed number of them means the reader doesn't know which one is the final one, so each one keeps amplifying and thus getting more funny.
