Happened in Estonia.
Drunk + under influence of weed driver got spiked, drove around for a few kilometres more with broken tires but got busted. Had 4 patrol cars going after him.

There's a degree of "you have to say you like it because you're in the movie" but Sir Patrick Stewart probably isn't hurting for cash and does seem to have a weird enough sense of humor in his later career that it seems like it's something he thinks will be funny.
