I just mean that (like drinking alcohol), people shouldn't start until they are 16+.
Sure, there will always be exceptions and other factors to include, but I don't think that it's very good seeing 13 year olds smoking weed on a day-to-day (or even weekly) basis.

I really don't think everyone is the same mental-age so I don't see a problem if a 11 years old kid is smoking weed responsibly (which is uncommon).

I agree completely with you there. That's why I made mention of the exceptions.
Exactly, I smoke and medicate responsibly. I follow a strict schedule that if I break, I force myself to take a 2 month break.
