Bands that sounds like Steel Panther...erm you could give Reckless Love,Crazy Lixx or CRASHDÏET a try or you also give 80's metal a try like [B]Twisted Sister[/B] etc.
Funny lyrics and that kind of sound together is speciality of Steel Panther so at the moment i cannot recall any band like that but like what dannyketch said you could go with Tenacious D.

Not sure if this appeals to you but you can try Spinal Tap and Children of the Unicorn and also check out The Darkness..
