I'd say that both countries (but really, if we're talking about Europe, a continent, as a discrete thing then we're better off talking about the whole continent of N/S America, as opposed to just the USA) as having their own benefits and disadvantages, different cultures that each offer something independent. Antisemitism was pretty common in the 20th century. Germany took it to the extreme after the first world war but it would be misinformed to say that it was specific to Germany. There was segregation and a lynching in the USA as well in the early 20th century.
Hitler did commit crimes against humanity and is in no way comparable to Bush, but that doesn't mean similar atrocities haven't been condoned by US presidents.
