We've already seen the Joker, so I don't think they should bring him back. Not because it would be "insulting" to Ledger, but because it wouldn't be worth having another actor as him. He's not really vital to the story anymore.

Though this was only just now announced and so obviously no-one knows how legit it is yet, it'd still be pretty funny if it proved true. With Cotillard, Nolan's damn near brought back the entire cast from Inception, especially if Cillian Murphy was to cameo again. But this could easily just be false, though, and probably is.
