I think they should stick to one the more "realistic" villains. Mr.Freeze would not be a good example.

Batman doesn't kill people because he thinks that if he kills people, he will become what he has set out to destroy.

He set plenty of ambushes, and could play mind games with his target. He just wouldn't be the sort of glass cannon that Scarecrow and The Joker were.

That huge black inmate had a tattoo of a crocodile on his neck which the Camera made sure to show quite a bit. He was also super buff and intimidating. Potential future use? You be the judge.
